The government provides monthly pensions to differently-abled people in various states as a social security measure to ensure their financial well-being called as the Divyang Pension. While the pension amount may vary from one state government to another, all state governments offer this social security scheme for the benefit of “divyangs” or the differently-abled people in their respective states.
For example, Haryana started the scheme in 1981-82 to provide social security to disabled people who cannot sustain themselves with the state’s financial assistance. The pension amount has been increased from time to time to help them cope with their financial needs.

In its latest pension revision, the Haryana government increased the pension amount for divyangs to Rs 2,750 on April 1, 2023, from Rs 2,500 a year ago, in line with the yearly spike in inflation.
Those 18 years and older who are domiciled in Haryana or have been residing in the state for the last three years at the time of application submission can apply for the pension scheme.

Additionally, the beneficiary’s income from all sources should not exceed the minimum wages notified by the Labour Department for unskilled labour to be eligible. The person must have 60-100 per cent disability, which includes blindness, low vision, leprosy, hearing impairment, locomotor infirmity, mental ‘retardation’, mental illness, etc., to be eligible for the scheme.
In 2023-24, the Haryana government budgeted Rs.574.00 crore for pension covering 1,86,045 beneficiaries, up from the budgeted Rs.520.00 in the previous fiscal year, when the actual expenditure was Rs.543.72 crore. In a notification on April 19, 2023, the Haryana government updated the procedures for new beneficiaries under the Haryana Divyang Pension Rules, 2016, making it mandatory to produce a “Parivar Pehchan Number” (PPN) to determine eligibility.
Haryana Parivar Pehchan Authority (HPPA) will provide the PPN number and the Social Justice, Empowerment, Welfare of SCs & BCs and Antyodaya (SEWA) Department shall, every month, give the upgraded list of beneficiaries electronically to HPPA.

‘Divyang’ Pension In Uttarakhand and Uttar Pradesh
Likewise, the Uttarakhand and the Uttar Pradesh governments provide pensions to “divyang” or differently-abled people aimed at providing financial assistance to the visually impaired, deaf, physically challenged, needy, etc., who cannot support themselves on their own.
To avail of the pension in Uttarakhand, the candidate must have at least 40 per cent disability and should produce a certificate from a chief medical officer of a government hospital. The applicant must belong to the BPL category and the monthly income should not exceed Rs 4000.
The Uttarakhand government provides a person with disability Rs 1500 per month as pension. Parents of disabled children aged 0-18 years get a monthly allowance of Rs 700. Mentally handicapped wife or husband gets a monthly pension of Rs 1500.
UP also provides divyang pension in addition to people living below the poverty line (BPL) as a social security and financial assistance programme for the economically weaker section.
