You can submit your life certificate or Jeevan Praman Patra if you are 80 and above from October 1, 2023. For super senior citizens, the process starts one month earlier than other pensioners. Submitting a life certificate is crucial to ensure uninterrupted receipt of pensions. The Department of Pension and Pensioner’s Welfare (DOPPW) notified the rules on July 18, 2019.

Nowadays, the process has become simple with the evolution of digital payment landscape. The certificate can be submitted digitally through the face authentication technology. Pensioners can submit it even through a smartphone.

On September 23, 2023, DOPPW issued the following guidelines for banks.

Banks must share the standard operating procedure (SOP) with the pensioners through SMS, emails, or WhatsApp and enable them to submit it digitally.

Banks may also share the SOP with the concerned bank officials by email to make them well-versed with the option so they can help the pensioners.

The circular also suggests banks to depute doorstep banking executives to support bed-ridden or hospitalised pensioners in submitting their life certificates.

Banks must also publicize the digital life certificate submission procedure in the bank branches and ATMs through posters.

In addition, they must make all necessary arrangements for super senior pensioners to make life certificate submission process easy for them.

How To Submit A Life Certificate Through Face Authentication:

Step 1: Download the latest version of the ‘Aadhaar Face RD (Early Access) Application’ developed by the Unique Identification Authority of India (UIDAI) from the Google Play Store.

Step 2: After installing the Aadhaar Face RD App, the pensioner needs to download one more app, ‘Jeevan Pramaan’, from the Google Play Store.

Step 3: Once both applications are downloaded, the pensioner needs to open the Jeevan Pramaan app and fill in personal details, such as Aadhaar number, mobile number, email ID, etc., and click on submit in the operator authentication screen.

Step 4: Once the details are submitted, the pensioner or the operator, which can be any other person, will receive a one-time password (OTP) on their mobile number and email ID. They need to submit the OTP in the respective box on the screen.

Step 5: After OTP submission, a new screen will open, where the pensioner needs to provide the name on the Aadhaar card and click the scan option. The app will ask permission for a face scan. Click ‘Yes’ to continue the process.

Step 6: Follow the instructions for face scanning, and after reading it, click on the ‘I am aware of this’ button to proceed with scanning. The app will then scan and record the photo.

Once it is done, the screen will show the submission on the screen along with Pramaan ID and PPO no. The process is complete.

Although submitting a life certificate is an annual exercise, the process has evolved from a manual to a fully digital exercise with time. Today, super senior citizens can digitally submit life certificates from their homes.
